Thermal expansion tanks promote pressure relief for your water heater. As water heats, it expands, and without a way for the pressure to be alleviated, your water heater has to absorb the expansion and this effects the entire home's water pressure. Thermal expansion tanks are typically only necessary for larger tanks.
